In reply to your letter dated 20th August 1906, (No.29800/1906), relative to the proposed reclamation

and road at North Point, Hong Kong, I am commanded by the Army Council to state, for the information of the Earl of Elgin, that under the circumstances, which appear to be pressing, the Council will not withhold their assent to the Governor's proposal that he should dispose in such manner as may appear to him to be most advantageous

of the North Point reclamation site to the west of a meridian through the centre of the battery.

2. The question of the reclamation sites to the east of this meridian and that of the scheme of reclamation at Kowloon will be further considered by the Council

after conference with Major General Hatton.

There will be no military objection to the construction of the proposed road, but as there is a difference of opinion in regard to the amount of the credit for the land to be surrendered the Council desire to consult Hajor General Hatton before stating their views on this point.
